During the Harris County Toll Road construction of a new overpass, crews encountered an unexpected challenge. Contaminated soils were discovered while drilling foundation piers for the bridge. Because the source of the contamination wasn’t immediately clear, additional investigation was needed. This ensured the project could move forward safely and on schedule.
Identifying the Source of Impacted Soil
Our team at CRG Texas Environmental Services was called in to perform a detailed subsurface assessment. Through multiple iterations of Phase II Environmental Site Assessment (ESA) sampling and laboratory chemical analysis, we identified the areas of concern (AOCs). The contamination was linked to a release from a high volatile liquid product (HVLP) pipeline. This required precise mapping of impacted soils across the right of way, pipeline easement, and construction area. The Harris County Toll Road construction project required careful handling of these impacted soils.
Innovative Soil Screening and Sampling
To streamline the cleanup process, CRG Texas implemented a grid-based system to evaluate each three-foot soil cut within the AOCs. Using a photo-ionization detector (PID), our team screened soils for volatile organic compounds (VOCs) during the Harris County Toll Road construction. We then installed soil borings within each grid, which allowed us to:

Excavate and load impacted soils directly into trucks

Transport contaminated material straight to the landfill for disposal
This approach made it possible to separate impacted soil from clean soil efficiently. Impacted material was further verified through laboratory analysis, profiled for offsite disposal, and then manifested and transported to an approved landfill.
